2026 Canada New Rules | Certification Standard for Cornstarch Tableware

Several Canadian provincial environmental departments jointly issued updated regulations targeting compostable disposable tableware, tightening market access rules for cornstarch-based cutlery, plates and takeaway containers. This new policy is a crucial supplement to Canada’s national single-use plastic phase-out plan, aiming to standardize the rapidly expanding biodegradable tableware market nationwide.

Following the national plastic restriction roadmap, Canada has completely banned ordinary single-use plastic tableware across all provinces since early 2026. As the most popular eco-friendly alternative, cornstarch disposable tableware has been widely adopted by local restaurants, catering chains and takeout platforms. However, disordered market problems have gradually emerged, including false biodegradation advertisements and substandard products containing excessive plastic additives.

Under the newly released rules, all cornstarch-based disposable tableware sold in Canada must obtain official BNQ composting certification and meet unified ASTM D6400 technical standards. Products that fail to pass third-party authoritative testing are prohibited from import, sales and commercial use. Furthermore, provinces including Quebec explicitly require product packaging to be printed with bilingual English-French labels, clearly reminding consumers that such tableware can only be degraded in professional industrial composting facilities instead of ordinary household environments.

The new regulation also puts forward strict constraints on product formulas. The effective plant-based starch content of qualified cornstarch tableware shall not be lower than 65%. Oxo-degradable products mixed with non-degradable plastic materials will be forcibly removed from shelves to prevent unqualified products from polluting organic waste and soil resources.

Catering practitioners hold mixed attitudes toward the updated policy. Most large catering enterprises stated that standardized certification helps filter inferior products and stabilize the alternative tableware market. Nevertheless, small local merchants worry that additional certification costs and complicated labeling requirements will increase their daily operating burdens.

Relevant officials from the Canadian Ministry of Environment stated that the government will launch a phased inspection mechanism in the second half of 2026. Meanwhile, targeted policy subsidies will be provided for small and medium-sized catering businesses to help them purchase compliant cornstarch tableware. The ultimate goal is to realize the green upgrading of the catering industry and reduce national plastic waste output steadily.
