California’s SB 54 Forces Full Shift to Compostable Tableware, Corn Starch Leads Adoption
California’s landmark SB 54 law officially entered into full force on May 1, 2026, mandating that 100% of single-use plastic foodware sold or distributed in the state must be either recyclable or certified compostable. The rule also requires a 65% recycling rate and a 25% reduction in total plastic foodware volume by 2032, making California the strictest U.S. state for disposable tableware compliance. EPS foam containers have been banned in California since 2024, but SB 54 goes further: it eliminates conventional plastic cutlery, plates, bowls, and cups entirely from the state’s supply chain. Early data from the California Department of Resources Recycling and Recovery (CalRecycle) shows that corn starch-based tableware has become the fastest-growing replacement, now accounting for 42% of all new sustainable foodware orders from restaurants and delivery platforms across Los Angeles, San Francisco, and San Diego. “Corn starch checks all the boxes for California,” said a senior sustainability manager at a major fast-casual chain. “It’s certified compostable, PFAS-free, heat-resistant enough for hot meals, and priced lower than PLA. We’ve switched 100% of our locations to corn starch bowls and cutlery since April.” Challenges remain. Some rural counties lack industrial composting facilities, leading to concerns about contamination in recycling streams. Additionally, importers must provide batch-specific compostability certificates and food-contact safety declarations to avoid customs delays. Even so, industry leaders agree that California’s shift is irreversible—and a blueprint for other U.S. states considering similar bans.
