2026 Thailand New Subsidy for Cornstarch Disposable Tableware

Under the newly issued 2026 Eco-Food Packaging Support Scheme, street food stalls, small local eateries and family-run shops located in Phuket, Krabi, Chiang Mai, Koh Samui and other major tourist provinces can apply for a 30% cash rebate on all purchases of Green Label certified cornstarch tableware. Unlike previous tax deductions only available to medium and large enterprises, this subsidy specially supports low-income individual vendors, solving the long-standing cost barrier that slowed the rollout of biodegradable tableware.

Local environmental officials explained that the policy comes as Thailand ramps up law enforcement against illegal plastic tableware ahead of the July–October high tourist season. Starting mid-July 2026, regular joint inspections by environmental bureaus and market management teams will be carried out across tourist districts. Any merchant caught distributing non-degradable plastic cutlery, bowls or boxes will face fines starting at 2,000 THB, with repeated violations leading to temporary business suspension.

Major food delivery platforms GrabFood and Foodpanda updated their merchant operation rules on July 1, aligning with the new national subsidy policy. The two platforms will add extra platform discounts for stores that fully switch to cornstarch or sugarcane bagasse tableware, and raise display priority for eco-friendly restaurants to attract more eco-conscious tourists and local consumers.

Representatives from Thailand Bioplastics Association revealed that domestic manufacturers have expanded cornstarch tableware production lines by 45% in the first half of 2026. Raw material import tariffs for food-grade cornstarch biopolymers have been further cut by the Board of Investment to stabilize wholesale prices. Imported cornstarch tableware from Southeast Asian and Chinese suppliers now needs to submit updated EN13432 compost test reports and Thailand FDA food safety certificates to pass customs clearance.

Island resorts along the Andaman Coast have taken the lead in fully phasing out plastic tableware in July. Multiple five-star resorts in Phuket and Koh Lanta told reporters they have stocked up bulk cornstarch tableware for buffet breakfasts, beach dining and room service. Hoteliers pointed out international tourists increasingly favor destinations with zero-plastic catering services, and cornstarch tableware has become a core selling point for resort marketing this summer.

Industry challenges still remain the bottleneck of insufficient industrial composting infrastructure. The Thai government disclosed it will allocate an extra 120 million THB this year to build community compost stations in tourist towns, ensuring discarded cornstarch tableware can degrade efficiently instead of being buried in ordinary landfills.

Dr. Chutima Wattana, chief policy officer of Thailand Environment Institute, commented in a July 5 exclusive interview: “This 2026 cash subsidy is a landmark move to cover vulnerable small vendors. Cornstarch disposable tableware is the most practical green solution to cut marine plastic waste flowing into the Gulf of Thailand and Andaman Sea. We expect the market share of compostable plant-based tableware to hit 60% by December 2026, laying solid ground for the full ban on single-use plastic tableware scheduled for 2027.”
