Background of South Korea’s Plastic Restriction Policy

South Korea launched multi-phase plastic waste control regulations starting from 2018, governed by the Act on the Promotion of Saving and Recycling of Resources. The core rule prohibits catering stores and delivery platforms from providing free petroleum-based plastic disposable bowls, spoons and containers. Violators will face administrative fines ranging from 300,000 KRW to 3 million KRW per violation.
Traditional plastic tableware has been largely phased out across Coupang Eats, Yogiyo and other top Korean delivery platforms. Plant-based biodegradable tableware, especially cornstarch composite tableware mixed with PLA and PBAT, has become the most widely accepted compliant alternative for local food businesses.


Performance & Certification Standards for Korean Cornstarch Tableware

All cornstarch disposable tableware sold or imported into South Korea must pass two core regulatory audits issued by national authorities:
  1. Food safety standards released by the Ministry of Food and Drug Safety (MFDS Notice No.2024-29)
    Cornstarch tableware is classified as starch-biodegradable resin food contact materials. Mandatory testing indicators include total migration limit ≤30mg/L, lead migration ≤1mg/L, and heat resistance test (no deformation or leakage after soaking in 100℃ hot water for 30 minutes). Import suppliers need to submit qualified third-party test reports for customs clearance.
  2. Eco-label certification from the Ministry of Environment
    Only cornstarch tableware holding official Korean Eco-Label can be used as a legal plastic substitute without penalty. Products without this certification cannot be promoted as eco-friendly alternatives for catering stores.
Cornstarch tableware blends renewable corn starch with biodegradable PLA and PBAT to improve heat resistance up to 110℃, which perfectly fits Korean catering scenarios including hot kimchi stew, bibimbap and fried takeaway food. Under industrial composting conditions of 58–70℃, the tableware can fully degrade within 180 days without microplastic residues.


Current Market Status in South Korea

Statistics from Korean packaging industry research institutions show that over 70% of offline restaurants and full-service delivery brands have fully switched to certified cornstarch tableware by 2026. Small catering shops also adopt cornstarch containers actively to avoid heavy fines for illegal plastic supply.
There are still existing industry pain points: cornstarch tableware has higher production costs than petroleum plastic, and household compost cannot support complete degradation. To solve this problem, the South Korean government provides financial subsidies for domestic biodegradable packaging manufacturers and keeps expanding industrial composting facilities nationwide to lower market application costs of plant-based disposable tableware.

Import Reminders for Foreign Cornstarch Tableware Suppliers

For overseas manufacturers exporting cornstarch tableware to South Korea, the following documents are compulsory for customs clearance:
  1. MFDS-compliant food contact safety test report;
  2. Korean Eco-Label certification or qualified biodegradation test certificate;
  3. English compliance declaration confirming no harmful heavy metal over-limit and full biodegradability.
